# Characterization: Understanding Capabilities and Needs

> Characterization in noou builds a continuous picture of what each person knows and needs, so learning and knowledge support stay targeted and relevant.

Characterization is how noou understands what each person in your organization actually knows and can do — not based on their credentials or job title, but based on how they interact with knowledge in practice. It is a continuous process, not a one-time snapshot.

## What characterization means in noou

Characterization is not a formal assessment or an exam. It is an ongoing understanding that noou builds from evidence: the questions people ask, the knowledge they consult, the situations they face, and the results they get when they apply what they know.

Over time, this evidence forms a picture of each person's real capabilities — what they handle confidently, where they struggle, and what they have yet to encounter. That picture is what noou uses to surface the right knowledge and suggest the right development actions at the right moment.

## What information characterization uses

noou builds characterization from multiple sources of evidence gathered during normal work:

* **Questions asked** — what people ask, how they frame it, and how often they return to similar topics
* **Knowledge consulted** — which content people access, how frequently, and whether they need to revisit it
* **Situations faced** — the real scenarios and problems people encounter in their work
* **Interactions** — how people engage with noou's knowledge base and with each other
* **Learning completed** — what development actions a person has undertaken and what those covered
* **Application results** — whether people are able to use what they know to handle situations effectively

No single data point defines a person's characterization. noou looks for patterns across all of these sources.

## The central question

The question at the heart of characterization is: **"What does each person know and how are they using that knowledge?"**

This question is not about judging people. It is about understanding their real capability needs so that learning and support can be targeted and meaningful. A person who knows something in theory but cannot apply it in a real situation has a different need than someone who has never encountered the topic at all. Characterization helps noou tell these situations apart.

## What characterization enables

Because noou continuously builds a characterization of each person, it can do three things that a static knowledge base cannot:

* **Surface targeted learning paths** — instead of pointing everyone to the same catalog, noou identifies what each person specifically needs to develop
* **Deliver relevant knowledge** — the right information reaches the right person when they face a situation that calls for it
* **Identify capability gaps** — noou can detect differences between what someone currently knows and what they need to know to handle specific situations

These three outcomes work together. Understanding what someone knows makes it possible to identify where they fall short. Identifying where they fall short makes it possible to design development actions that are genuinely useful.
